Who Is Eligible for the UAE Green Visa?

Green residence eligibility depends on the category under which you apply.

Independent educational information. This publication does not provide immigration applications or individual legal advice. Confirm requirements with the responsible authority before acting.

Eligibility for the UAE Green Visa depends on the route selected: skilled employment, freelance or self-employed work, or investment in a qualifying business. These routes belong to the federal Green Residence programme and are relevant to applicants living in Abu Dhabi. There is no single salary, degree or bank-balance test covering every applicant.

Start with your actual activity

Choose the category that reflects the activity you can document now. A salaried consultant employed under a UAE contract is different from an independent consultant issuing invoices to clients. A shareholder may also hold a job, but share ownership and employment are separate possible bases for residence.

Do not select a route solely because it appears to require fewer documents. If your records describe one arrangement while the application declares another, the underlying inconsistency remains even if every upload field is filled. Identify which authority issued your work permission and how your income or investment is recorded.

Skilled employees: four linked requirements

The ICP Green Residence Guide describes a valid UAE employment contract, a position within MOHRE occupational levels one to three, at least a bachelor's qualification, and monthly salary of at least AED 15,000 or its foreign-currency equivalent.

These requirements operate together. A graduate earning above the threshold does not automatically qualify if the occupation falls outside the approved levels. A suitable occupational level does not eliminate the qualification requirement. Where the employer uses a different employment authority, ask how equivalent contract and classification evidence should be supplied rather than inventing a MOHRE record.

A sensible employee assessment starts with the official contract and job classification, then checks the degree and income evidence. A marketing title on a business card is less useful than the recorded occupation attached to the employment arrangement.

Freelancers and self-employed applicants

Independent professionals need the relevant freelance or self-employment permit from MOHRE and an accepted qualification, described by ICP as a bachelor's degree, specialised diploma or equivalent. The published financial test concerns annual independent-work income for the preceding two years of at least AED 360,000, or financial solvency assessed for the residence period.

ADRO's freelancer guidance expressly presents solvency as an alternative. Neither source supplies a universal savings amount that readers can safely substitute for the income route. Applicants relying on solvency should obtain the current evidence requirements from the decision-making authority.

A remote client relationship is not automatically a MOHRE freelance permit. Likewise, an overseas sole-trader registration does not prove that the UAE permission required by this category has been issued.

Investors and business partners

ICP's overview requires evidence of investment or a business contribution and relevant licences and approvals. The more detailed residence issuance service states a company contribution of at least AED 1 million for the investor condition displayed there. It also addresses valuation of non-cash contributions and continued compliance.

The omission of a number from a short overview is not evidence that the detailed condition has disappeared. Before establishing a company, buying shares or relying on an in-kind contribution, confirm how the live Green investor service applies to the proposed structure. Company capital, your own contribution and the company's market valuation may be different figures.

Examples of an incomplete match

Consider an employee with a suitable degree and AED 16,000 monthly pay, but no verified occupational classification. The next step is classification evidence, not an assumption of approval. Consider a freelancer with strong current billings but only a few months of trading history. Annualising those months does not establish the previous two years of qualifying earnings.

A business partner owning ten per cent of a company valued at AED 2 million should not treat the entire company value as their own contribution. These examples illustrate document logic, not official decisions. The authority must assess the relevant facts and accepted evidence in an actual application.

What eligibility does not establish

Meeting a headline category test does not complete residence issuance, Emirates ID processing, medical requirements or family applications. Work authorisation and regulated-profession permission also remain separate matters. An eligibility enquiry, nomination acknowledgement or payment receipt is not the issued residence record.

Use the Green Visa guidance to plan those stages after identifying the category. Keep a small evidence matrix showing each requirement, the document that proves it, its issuer and whether it is current. This prevents extensive paperwork preparation from hiding a basic eligibility gap.

If you do not qualify today

Identify the precise missing condition before choosing another route. A person without the required independent-work income history may need a different lawful residence basis while building their business; a person without qualifying employment should not rely on an offer that has not become the required contract. Compare real options and obtain written clarification where the published criteria leave a material question unresolved.

Avoid mixing household finances with personal eligibility

A spouse's salary or a relative's assets do not automatically become the principal applicant's qualifying employee salary or independent-work income. If funds are jointly held or support comes from another person, describe ownership and access accurately and ask how that fact is treated under the selected route. This is especially important when moving from an employment-based assessment to a solvency enquiry. The two questions require different evidence; an impressive household budget does not by itself prove the applicant meets a personal category condition.

The employee evidence explanation develops the contract and classification checks that a salary-only assessment would miss.
