Can You Work in Abu Dhabi While Holding a Visit Visa?

You cannot rely on a visit or tourist visa as permission to work in Abu Dhabi.

You cannot begin employment in Abu Dhabi while holding only a visit or tourist visa. The UAE Government's Preparing to work guidance expressly includes unpaid work in this prohibition. An employer's promise to arrange your papers later does not replace the permissions needed before you start.

Looking for a job and carrying out that job are different activities. A jobseeker permission, where available and appropriate, lets someone investigate employment opportunities under its conditions. It does not by itself turn the holder into an authorised employee. Establish your permitted activity before accepting a trial shift, customer assignment or regular office duties.

Why an offer letter is insufficient

An employment offer records proposed terms between a company and an applicant. A work permit is an official permission associated with the employment arrangement. Immigration status governs entry and residence. These documents can be processed together through government systems, but they still perform different functions.

Ask the employer which authority will issue your work permission and how your immigration status will be regularised. For an employer registered with the Ministry of Human Resources and Emiratisation (MoHRE), the relevant ministry procedures apply. A free-zone employer may use its own authority's employment services. Government and other excluded employment arrangements require their applicable process rather than a copied private-sector checklist.

A photograph of someone else's labour card, a trade licence or an application payment does not show that you personally may work. Request the approval associated with your name and role, and verify it through the authority concerned.

What to do after receiving a genuine offer

Before agreeing a start date, coordinate the following questions with the employer:

  1. What is the correct work-permit category for the role and employment arrangement?
  2. Which documents must you provide, including any attested qualification or professional licence?
  3. Is a change of immigration status available in your circumstances, or is another entry procedure necessary?
  4. Which steps must be completed before duties start, and which residence formalities follow?
  5. Who will provide copies of the issued approvals and track outstanding requirements?

Do not assume everyone must exit the country, or that everyone can change status without leaving. The available process depends on your current permission, proposed category and the issuing authority's decision. An approved route must also fit the time remaining on your visit permission.

Trial shifts, training and unpaid tasks

The absence of a salary does not make ordinary work permissible under a visitor status. A restaurant shift, sales calls, delivery driving or producing client work can involve duties an employee would normally perform. Calling these tasks an interview, assessment or volunteering arrangement does not resolve the legal issue.

A genuine interview is different from being placed on a roster. If a company requests practical testing, explain the proposed activity to the relevant authority and obtain guidance before undertaking productive duties. A prospective employer should be able to explain the lawful arrangement it intends to use.

Special programmes, internships and volunteering can have their own rules. Do not use their names as an assumed exemption. The difference between residence and work authorisation is especially important if the employer later suggests a family-sponsored residence instead.

Keep the visitor deadline under control

A recruitment discussion does not suspend the permitted stay on your existing visit. Keep the entry record and latest permission available, and establish the actual last date of lawful stay. A company's internal application schedule should not be your only evidence of that deadline.

If approval is delayed, ask the issuing authority about the options that genuinely apply before the deadline. Do not assume a pending work-permit application automatically extends a visit permission. An extension, change of status and new residence approval are different outcomes, each requiring its appropriate decision.

For Abu Dhabi immigration files, begin with the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP). If your permission was issued elsewhere, identify its issuing authority rather than choosing an office only because it is nearby.

Watch for recruitment fraud

Warning signs include demands to start immediately without paperwork, refusal to identify the employing entity, requests for payment to a personal account, and assurances that unpaid work is always legal. Verify offers through the appropriate official system. Do not hand over UAE Pass access or approve an authentication request you do not understand.

The UAE Government's labour and visa fraud guidance explains how official verification differs from an agent's assurances. Keep messages, the proposed contract and any receipts if you need to raise a concern.

For example, a visitor offered a hotel role may accept the written offer while the employer completes the authorised process. That does not mean the visitor should serve guests during the waiting period. A safer start date follows confirmation of the permissions required for that person's situation.

Before starting, reconcile the employer's written instructions with the official approvals. If either is unclear, resolve the discrepancy before performing duties. This protects both your immigration position and the employment relationship you are about to enter.

The residency rules overview connects these requirements with travel, work and family responsibilities.
