Birth Certificate Attestation Requirements Explained

Birth certificate requirements depend on where the birth was registered and where the certificate will be used.

Birth certificate requirements depend on where the birth was registered and where the certificate will be used. Distinguish foreign records used in the UAE from Abu Dhabi-issued certificates intended for an overseas authority.

Identify the issuing system first

A child's birthplace, citizenship and current residence can point to different authorities. The birth certificate comes from the competent registration system, while a passport normally involves the child's national authority. UAE residence and Emirates ID involve further procedures. Do not assume one issued document completes all of them.

Start by noting the certificate's issuing country and authority, the child's full registered name, the intended recipient and the purpose. This determines whether you need issuance, correction, a replacement copy, attestation or translation. These are separate requests even when a platform brings some of them together.

Foreign certificates used for UAE applications

If the child was born abroad, check the receiving UAE authority's documentary requirements and the relevant UAE mission's instructions for the issuing country. MoFA's attestation service directs foreign-document applicants to the country-specific mission route, whose electronic availability can vary.

Confirm any required prior authentication in the issuing country and the UAE-side steps for your case. An apostille, local notarisation or translated copy should not be assumed sufficient merely because another destination accepted it. Ask the authority receiving the document which authentication it requires for that record.

The current Abu Dhabi digital route

For Abu Dhabi-issued records, a current local development matters. On 15 September 2026, DoH and MoFA announced integration through TAMM for electronic issuance and digital attestation of birth and death certificates. Check the live service for the request and options applicable to your certificate.

This local integration is more relevant than an old instruction telling every family to collect paper from a hospital office. It also means you should not rely exclusively on guidance about Emirates Health Services in other emirates. The issuing authority and available integration need to match the actual record.

Check the child's and parents' details

Inspect the registered name, date and place of birth and parent information before using the certificate in another application. Compare names with the relevant passports and family records. Decide the intended spelling carefully at registration rather than treating later corrections as a trivial administrative step.

If an error exists, ask the issuer about formal correction. Do not alter the digital file or ask a translator to silently replace incorrect information. Keep evidence linking legitimately changed names or different transliterations, and ask the recipient whether that evidence is sufficient for its decision.

Understand what a digital original means

An official digitally issued certificate may carry verification information that is lost or obscured in a photograph. Preserve the downloaded original and any official attestation file. Use the verification feature to check the document rather than treating a decorative stamp in a screenshot as conclusive.

The current MoFA Digital Attestation description concerns eligible UAE-issued digital documents for foreign use. A scan of a foreign paper birth certificate is not automatically eligible for that same route. Enter accurate issuer and document details and follow the route assigned by the official service.

Arrange translation for the destination

Ask the receiving authority which language it accepts. An English certificate may meet one organisation's needs while another requires a certified translation. For MoFA's courier-based route, the published requirement is an Arabic or English original, or a legally certified translation, subject to the other conditions.

If translation is required, provide the complete document, including relevant attestations and attachments. Check that names, dates and registration details match. Store the translation with its source certificate so it cannot later be mistaken for a translation of a different or corrected version.

Keep certificate work separate from immigration deadlines

A birth certificate establishes a civil record; it is not a passport or residence permit. For a newborn in Abu Dhabi, organise the next steps with the child's national authority and ICP as applicable. Check the current timing requirements for each process rather than assuming attestation extends another deadline.

If issuance or correction is delayed, contact the responsible authority promptly and keep the reference and response. Explain the dependency when another application is waiting for the certificate. An application pending with one organisation does not automatically suspend every obligation administered by another.

Protect the child's personal information

Birth records often reveal sensitive family details. Share them only with the verified recipient and through its approved channel. Avoid posting an entire certificate in a public forum to ask why an application failed. A cropped error message may explain the problem without exposing the child's identity.

After completion, retain the original certificate, attestation evidence, any translation and the recipient's acceptance or next instruction. The digital identity storage guidance provides a practical household approach. A clear record of which document proves what is more useful than a folder containing many indistinguishable images.

If an overseas authority specifies a recent extract rather than an older certificate, ask the issuer about the correct reissue service. Attesting an older record first may leave that destination's recency requirement unmet.
