How Degree Recognition and Equivalency Work in the UAE

Degree recognition is an official assessment of a qualification for the purpose covered by the relevant UAE service. “Equivalency” still appears in older records and employer requests, but the current higher-education recognition route should be checked with MoHESR.

Degree recognition is an official assessment of a qualification for the purpose covered by the relevant UAE service. “Equivalency” still appears in older records and employer requests, but the current higher-education recognition route should be checked with MoHESR. Do not assume that an old application guide describes today's requirements.

Work out which qualification is being assessed

A foreign university degree, a UAE university award and a foreign secondary-school certificate are different documents. Identify the level and issuing institution before opening a service. A request about a bachelor's degree should not automatically send you into a high-school certificate process.

The federal Ministry of Higher Education and Scientific Research is responsible for its higher-education qualification recognition services. Other bodies may require the outcome for employment, further study or registration. Ask the receiving organisation which qualification it wants assessed and whether a recognition already issued for that award is acceptable.

If you hold several awards, do not assume that recognition of the most recent one covers every earlier qualification. Equally, do not pay for multiple applications without confirming the requirement. Build a short list showing each award and the purpose for which evidence is needed.

Understand what changed in the terminology

MoHESR announced Ministerial Resolution 34 of 2025 for qualifications from foreign higher-education institutions. Its published explanation focuses on authenticity and the legal, licensed and accredited status of the awarding institution in its home country. Use that current framework as your starting point rather than relying on a list copied before the reform.

For qualifications issued inside the UAE, the ministry's FAQ says the earlier service name, attestation, has been changed to recognition. It also describes automatic recognition arrangements involving participating accredited institutions. That does not mean every foreign qualification now receives an automatic decision or that no graduate ever needs to enquire.

When an employer says “equivalency certificate,” ask whether it means the current recognition outcome. Send the exact title of the document you hold and request clarification in writing. This avoids a costly argument caused by two organisations using different names for the same requirement.

Prepare evidence that answers the assessment

Create a record of the award, transcript, passport details, study dates, institution and delivery arrangement. For a programme taught through a partner, identify the awarding university separately. For a name change, provide the appropriate linking record rather than altering academic documents.

Review the current service instructions for verification requirements. A university response, a verification provider's report and a Foreign Affairs stamp perform different functions. If the service needs a particular verification channel, obtaining an unrelated stamp will not necessarily resolve the request.

Ask the university registry which email address or secure system it uses for official verification. Check whether your account or consent must be active. A university that has merged or closed may have an authorised records custodian; identify that custodian through reliable institutional or government information.

Submit a coherent application

Read every field before entering information. Qualification titles should match the award, not an invented translation that sounds more senior. Record the actual mode and location of study. If a field does not describe a genuine feature of your course, use the service's help route rather than choosing an inaccurate answer simply to advance.

Upload complete, readable documents in the requested format. Keep the original-language document alongside any required translation. A shortened extract may omit an endorsement or awarding-body detail that the assessor needs. Retain the submitted versions so you can respond consistently to questions.

Treat quoted processing periods as service information with conditions, not a promise of an employment start date. Missing responses from an overseas institution can affect your practical timetable. Tell an employer which step is pending and avoid describing a submitted application as an approved recognition.

Deal with a request for more information

Read the request literally and match each item to evidence. If the issue is accreditation during your study period, a university's current marketing brochure is unlikely to answer it. Obtain a dated official record or an appropriate institutional explanation, then explain its relevance briefly.

Keep a chronology of submissions and responses. If a document has already been supplied, identify its filename and submission date without assuming that it was readable or sufficient. Ask for clarification when the required evidence is genuinely unclear. Avoid sending repeated unrelated attachments that obscure the outstanding issue.

MoHESR publishes an enquiry and review route in its current FAQ. Use the live channel and provide the grounds and supporting documents. An agent's claim of influence is not evidence of entitlement to a different outcome.

Check what the result allows you to do

A recognition outcome is not a professional licence. A recognised healthcare award still needs the appropriate Abu Dhabi healthcare licensing assessment. A recognised engineering award does not by itself allocate a DMT registration grade.

Foreign Affairs authentication also remains a separate question where required. Its attestation service verifies seals and signatures, rather than deciding every academic or professional issue. Follow the receiving body's instructions for the combination it actually needs.

Keep the completed recognition, reference number and supporting records in your career file. Record which organisations have accepted it and for what purpose. Before a later application, confirm the current requirement again, particularly if your occupation, employer or qualification has changed.
