Transfer a vehicle in Abu Dhabi through the official ownership service, with the seller, buyer, vehicle, insurance and any finance restrictions correctly identified. A signed sale note or payment receipt should not be treated as proof that the registered ownership has changed.
Identify the parties and the vehicle
Compare the seller's identity with the registered ownership record and inspect the vehicle identification number on the car. If a company or representative is selling, confirm their authority to act. Someone holding the keys or placing the advertisement is not necessarily entitled to transfer the vehicle.
Record the agreed price and what is included, such as accessories or an inspection arrangement. Separate the purchase decision from the licensing transaction. A completed transfer does not establish that the car is mechanically sound or that every promise made in an advertisement is true. Resolve material questions before making an irreversible payment.
Use the Abu Dhabi service for the actual transaction
Abu Dhabi Mobility lists vehicle ownership transfer and mortgage-related services through TAMM. The requirements depend on the existing record and intended destination. A transfer within Abu Dhabi, a move to another emirate and an export should not be assumed to use identical paperwork.
Ask which parties must authenticate, what the service requires and how the registration will be issued. Keep control of your own UAE Pass approvals. A representative can help organise documents without needing unrestricted access to your identity account. If the service cannot display the correct vehicle or party, resolve that problem before treating the sale as complete.
Establish the finance position before payment
A financed vehicle can have a recorded lender interest that must be addressed. Obtain the lender's current settlement and release instructions through an authenticated channel. Do not assume that a screenshot of a bank transfer means the mortgage has been removed from the licensing record.
Agree a documented sequence for settlement, release, ownership transfer and payment of the remaining purchase amount. Where the amounts are substantial, consider appropriate professional advice about the transaction arrangement. Never send money to an unrelated person because they claim to be the bank's collection agent. Verify the account details directly through the lender's official contact route.
Check inspection and vehicle condition separately
Confirm whether an approved licensing inspection is needed for this transfer and whether an existing result remains accepted. The official inspection requirement is not the same as a comprehensive pre-purchase assessment. A buyer concerned about accident damage, mechanical faults or previous flooding should investigate those matters before committing.
Keep a dated condition record and clarify what happens if the car fails an agreed inspection. Photographs can help document handover condition but should not replace specialist assessment of important faults. The seller and buyer should agree who bears relevant inspection or repair costs, without assuming that an informal agreement changes the authority's requirements.
Arrange the buyer's insurance correctly
The buyer should confirm the insurance required for the ownership transaction and intended road use. Use the correct vehicle identity and owner details, and check when the cover begins. Do not assume that the seller's policy continues automatically for a new owner or an additional driver.
The seller should ask the insurer what cancellation, refund or supporting certificate process applies after transfer. Abu Dhabi Mobility lists a vehicle insurance refund certificate service, but availability of a certificate is not a promise of a particular refund. The insurer's terms and the applicable rules determine the financial outcome.
Resolve fines and transfer restrictions
Review any outstanding matter shown against the vehicle and follow the authority's instructions. Agree commercially who is responsible for charges, but understand that the licensing system may require action before it permits the transfer. An unresolved traffic point allocation or another restriction may need more than a payment.
If a charge appears incorrect, use the proper review route and retain evidence. Do not complete a false declaration about who drove simply to unblock a transaction. Where a deadline depends on resolving an issue, disclose that uncertainty to the other party rather than promising a transfer time you cannot control.
Coordinate payment, approval and handover
Plan a sequence in which both parties can confirm the official result and the agreed payment. Inspect the completed ownership record before treating the administrative transfer as finished. Check the buyer's identity, vehicle details, plates and expiry. A pending application should be described as pending, even if the purchase money has moved.
Document the handover date, time, odometer reading, keys and accessories. Do not let the buyer drive away on the assumption that a future online transaction will resolve insurance or registration. If the car cannot lawfully be driven in its current status, arrange an appropriate transport method rather than improvising with someone else's plates.
Close the old owner's connected accounts
After the transfer is confirmed, review parking permits, toll accounts, automatic payments and insurer records associated with the vehicle. Retain the completed transfer evidence in case a later notice concerns the period around handover. The buyer should set up the accounts needed for their own journeys instead of relying on the seller's balance.
A clean handover closes both the ownership record and the practical dependencies. How registration works explains the new owner's continuing responsibilities. This guidance was last verified on 20 October 2026; use the live Abu Dhabi service for current transfer requirements and charges.
