How Vehicle Registration Works in Abu Dhabi

Vehicle registration links an identified vehicle to its registered owner and the licensing record. In Abu Dhabi, use Abu Dhabi Mobility's current registration services through TAMM and distinguish the vehicle's registration from the driver's licence and the insurance policy.

Understand what the registration proves

The vehicle ownership record, commonly called the Mulkiya, identifies the registered vehicle and owner. Check the vehicle identification number, plate information, permitted use and expiry rather than relying only on the make and colour. A sales invoice and possession of the keys are not substitutes for a completed registration transaction.

Federal traffic rules require vehicles used on the road to be registered appropriately. Abu Dhabi Mobility administers local vehicle licensing services, while police enforce road requirements. Insurance is another necessary record. Completing one of these processes does not automatically complete the others, even if a dealership coordinates them in a single customer journey.

Choose the right registration transaction

A brand-new dealership car, a used vehicle already registered locally and a vehicle brought from elsewhere can require different evidence. Ask whether you need first registration, transfer, renewal or another certificate. Import and export paperwork should not be confused with permission to drive on ordinary roads.

For a new car, the dealer commonly arranges registration. Confirm whose name will appear, whether finance will be recorded and which charges are included. For a private purchase, establish the existing owner's identity and any restrictions before paying the full amount. Vehicle ownership transfers covers that handover in more detail.

Check vehicle and personal records

Prepare the identity and vehicle documents listed in the current service. The UAE Government's registration guidance identifies documents such as a vehicle clearance, transfer or possession certificate depending on the vehicle's history, plus identity and electronic insurance evidence. Companies and financed vehicles can need additional records.

Compare the chassis or vehicle identification number across the car and documents. Ask about any discrepancy before proceeding, especially after an import, replacement component or previous registration in another emirate. Do not edit a scan to conceal a mismatch. The licensing authority needs a consistent record of the actual vehicle being registered.

Confirm the inspection position

The government registration overview describes an approved roadworthiness inspection, with an exception for vehicles produced within the preceding three years. Confirm how that rule applies to your vehicle's category and transaction through the live Abu Dhabi service. An exemption should not be inferred solely from the model year in an advertisement.

A licensing inspection and a buyer's mechanical assessment serve different purposes. An official pass does not promise that a used car has no expensive faults, flood damage or accident history. If purchasing, consider an independent assessment and review available history before committing. Resolve safety defects rather than treating an inspection appointment as a way to legitimise a visibly unsafe car.

Arrange the correct insurance

Obtain insurance from an authorised provider and confirm that the electronic record will be available for registration. Check the owner, vehicle identity, period and intended use. An incorrect chassis number or future start date can prevent the transaction or leave a gap in the arrangement.

Ask whether the cover is liability only or includes loss and damage to the insured car. Registration acceptance is not evidence that every financial risk has been insured. Motor insurance requirements explains how to examine the policy schedule, permitted drivers and repair conditions before comparing premiums.

Address finance and outstanding matters

If the vehicle is financed, the lender's interest may need to be recorded electronically. Confirm that the bank, dealer and licensing record use the same vehicle details. For an existing vehicle, establish whether any restriction or outstanding matter prevents renewal or transfer before booking time off work to complete it.

Check fines and follow the authority's instructions for settlement or review. Paying a general traffic balance does not necessarily resolve a mortgage or ownership restriction. Ask for the exact reason if the transaction cannot proceed, then approach the authority or lender responsible for that issue rather than repeatedly submitting an unchanged application.

Complete and verify the transaction

Access the official TAMM service and review the transaction, plates and document options. Keep the receipt and application reference. A bank debit or submission message does not by itself prove that registration is active. Wait for the completed record and inspect the ownership, expiry and vehicle details.

If a dealer or representative handles the transaction, obtain your own copy of the result. Understand what authority you have given them and avoid surrendering control of UAE Pass. Check that plates are properly assigned and fitted before using the car. Ask the licensing authority if the handover arrangement involves temporary or special permissions.

Maintain registration throughout ownership

Set reminders for registration, insurance and any required inspection separately. Begin renewal with enough time to repair a defect or correct a linked record. A period allowed for a particular administrative or insurance purpose should not be treated as blanket permission to drive after registration expires.

Keep contact details current so notices reach you. When selling or leaving the country, complete the appropriate transfer, export or cancellation rather than assuming a signed sale note ends your responsibilities. Update tolling and parking accounts that depend on the old plate. This guidance was last verified on 20 October 2026; the live Abu Dhabi service determines the documents and conditions for your vehicle.
